Brazil REDD network
Welcome to the Brazil REDD Network home page on REDD-Plus! The Brazil REDD Network is being set up to allow interested users to share news, ideas, links, analysis...anything really, as long as it's about REDD in Brazil. It is meant to be as participatory as possible.
The page is currently under construction, but group members can already post to this page by clicking on the "Group blog post" option under Create Content in the Navigation menu (under your user name). Group members should feel free to post in Portuguese.

US-Brazil Memorandum of Understanding on climate change
Yesterday's post described a new development in Australian-Indonesian cooperation on REDD, namely the launching of the Kalimantan Forest Carbon Partnership. It also remarked on an apparent trend whereby donor countries appeared to be focusing their REDD-related attentions on one or two partners -- Indonesia in the case of Australia and Guyana in the case of Norway -- while speculating as to if and when the US would follow suit.
Brazil's 10% Solution
One of the most interesting REDD-related negotiating positions to emerge in the period up to and including COP-15 was Brazil's willingness to go along with, up to a certain point, REDD-based offsets. On December 1st, Bloomberg reported on statements by Carlos Minc, Brazil's Environment Minister, that a maximum of 10% of any developed country's emissions reductions could be covered through REDD.

Agreement between FAO and INPE Brazil on forest monitoring for REDD
On 10 December, FAO Director-General, Dr. Jaques Diouf and Gilberto Câmara, the Director of Brazil's National Institute for Space Research (INPE) signed an agreement to join forces in helping developing countries set up forest monitoring systems. The agreement paves the way for a major push to assist developing countries in monitoring climate change impact. READ MORE.
Brazil's countdown to Copenhagen
Mark S. Langevin has written an extremely useful overview of the evolution of Brazil's domestic and international positions on climate change. He describes the country's success since 2005 in reducing deforestation rates under its "Action Plan to Prevent and Control Deforestation in the Legal Amazon." In a preview to Copenhagen, he predicts: "Expect the Brazilian delegation to pursue and achieve an agreement on a mixed approach, including both market and public financing options, to place an appropriate value on avoided deforestation."

End of deforestation in Brazil's Amazon?
A Policy Forum brief in the Dec. 4th issue of Science describes "an unprecendented opportunity to end deforestation in the Brazilian Amazon with 80% of the forest still standing." The study estimates that between $6.5 and $18 billion will be needed to achieve the end of deforestation in the area, with resulting reductions of between 2 and 5% in global carbon dioxide emissions.

Brazil to propose 10% forest cap
Brazil's Environment Minister, Carlos Minc, told reporters that his country will support a REDD agreement provided that developed countries are allowed to meet no more than 10% of their emissions targets through investment in REDD forest projects.
